The Federal Bureau of Control held Dylan Faden for years, then deployed him into Manhattan when threats spilled beyond the Oldest House, which is the whole Bureau plot CONTROL Resonant has actually printed. Jesse Faden is FBC Director and Dylan's missing sister. That is the entire Bureau briefing CONTROL Resonant has published. What the Bureau still is
The Federal Bureau of Control is the paranatural agency from CONTROL. In Resonant it is Dylan's jailer and his employer in the same plot. Steam copy is blunt: after years of confinement, the FBC sends him into the Manhattan crisis. That is not a redemption montage. It is a field deployment of a person the Bureau already treated as an asset.
Japanese official press names Annapurna Pictures as co-financier and co-producer, and Remedy remains developer and publisher. Those credits do not change the in-world chain of command. Jesse is Director. Dylan is the former captive on the street. The rest of the Bureau's org chart is unpublished for this sequel, so deputies, sectors, and a new Oldest House board stay unnamed.

The Oldest House leaked
The Oldest House is the Bureau's shifting headquarters. CONTROL Resonant starts after its lockdown fails to contain the Hiss and other threats now in Manhattan. You will still hear House language — Altered, Director, resonance — but the playable geography is the city. Gravity anomalies and ravaged blocks replace brutalist halls as the default walkable space.

Director Jesse Faden in this sequel
Jesse Faden is named as FBC Director and as Dylan's sister in the Steam story copy. She is missing. She is not listed as playable. Meet the Cast and the story trailer are the official deliveries of that relationship. If you are waiting for a mid-game Jesse swap, the June 2026 news post that calls Dylan the only playable character is the document that closes that door.
Treat her as the Bureau's missing center of gravity. The Director is the person the Oldest House answered to; her absence is why a former captive is the field solution. The Hiss in CONTROL started as a House problem. CONTROL Resonant publishes the failure of that containment: chaotic Hiss, the Mold, and a cosmic entity now occupy Manhattan. The Bureau still has a Director title. It does not have a Director on site. Dylan's deployment is the Bureau's remaining move, and it is the only playable move Remedy named.
